This is a common attitude, but I have not found this to be completely true. Most of the times when I have been most appalled by the behaviour of strangers has been outside of big cities, in tiny villages in the English countryside. And usually in small groups too. It may be a territorial thing. Or maybe inbreeding. But country folks are evil.
