refers to the Pakistani cricketer Shoaib Akhtar, widely recognized as the fastest bowler in the world, earning him the name Rawalpindi Express.

If something, usually somebodies performance, is refered to as shoabable, one means that it could have been done a lot faster.

After Akthar was banned for five years for publically criticizing the policies of the Pakistan Cricket Board, the term has taken on an entirely new meaning:

shoa babble (n.)

now refers to "loose talk that can get your ass in trouble", e.g. "cut the shoababble!"
