As someone who works in a television control room I have to say that is one of the worst possible things I can hear. I've been conditioned to hate it (although I honestly do hate the test pattern tone much worse).

That said I do like white noise integrated into music. The best example being in the Aphex Twin's Come to Daddy when his scream escalates until it bursts into white noise. One of my favorite musical moments.

I found that white noise site less irritating than I expected. Kind of soothing, actually. Still, I usually like my noise a bit more structured.
