It seems to me one would attempt diplomacy with the powers that might be employed to help catch him who are perhaps doing nothing but turning a blind eye and keeping their intel to themselves because we aren't offering them anything substantive.

Such powers (and powerful people) are already on the Western Diet of money and influence and would be more open to offers such as you outline.

You don't have to promise them lies of freedom and American McLife, you just have to promise powerful men then means to either stay in power or amass more of said power.

I was thinking of some reparations to the diplomatic channels our current admin short-circuted, say in Pakistan... I know the Wazirs aren't too keen on having to deal with us, but who is anymore.

I didn't mean to say diplomacy isn't called for. Any serious effort will have to involve both traditional diplomatic means as well as force. Even the present admin has been using both diplomacy and force. Hopefully the new admin will be better at using both diplomacy and force.
