How to add a little absurd to a total distopy: dispossessed people cannot get out of danger areas + destroyed areas in RJ because government is billing toll at highway BR116...

We should be so lucky. Dorothea MacKellar's house is getting bulldozed by a Chinese mining company.

They were talking about on the radio about how the death toll in the floods and landslides could have been halved if approval hadn't been (illegally) given to build in high-risk areas.

My mum works in building approvals, and would be pissed. Her council's just come out of a massive lawsuit from some idiot who wanted to build on flood-prone land.

What happens here is that we (SP, RJ, PR, SC, RS) have huge migration from north-east states (BA, PE, PI, AL, CE, PB, RN, MA). Imagine a place where the "golden standard" of governing elite would be Sarah Palin. Well, those states are just like that, so you have a small parcel of stupidly rich people living the "Confederate" dream (yeah, no slaves but servants at $50,00/month salaries) and a mass of uneducated future-less people. Every rich linked to politics or public service (judges, magistrates, etc).

When these migrants arrive in developed states they cannot find any job that could assure them a reasonable standard of life. Most barely know how to write (and many don't know how to write at all). So, they don't have money enough to find acceptable places to live and (worse) they have no qualifications that allow them to get the money to do so in a foreseeable period of time. That's why they have to go the the worst places.

In Brazil constitution forbids sending people back to their origin places. Brazilian citizens are allowed to go and stay anywhere they want in the country. Municipalities cannot evict jobless people. IMO that's 50% right because it avoids Nazi things (good) but it's a chance for bad politicians helping to keep people in dangerous places (voters, you see...).
