It was pretty dramatic in the last conference when the U.S. was openly booed after announcing they wouldn't agree. It was Papua New Guinea's speaker who made the historic declaration to the U.S. 'If you're not willing to lead get out of the way'.
The U.S. did a 180 turn and chose not to block consensus, so the agreement went forward.
