Conspiracy theory: Mr. Clarke is a WGB reader, and has understood that the only way to stop DP from finding out the real truth and revealing it to the world is to admit gross lack of judgement within the administration. Of course, he has to go alone, but secretly the great international cabal has promised him endless treasures in reward for acting as a combined whistle-blower/scapegoat.
After a short media-storm, everybody will accept this new version and get on with life as we know it, while R. Clarke himself retires to a Pacific island to enjoy the sun and his family.
